Abstract:

The post of Cheikh al-Baled was considered an important strategic function within the city, especially as it was associated with economic life and was in direct contact with the supreme authority of the mandate. It should be noted that this post was not created with the advent of the Ottomans, Because of the social structure of the Moroccan society, which is based on the idea of the tribe, which is also subject to the Sheikh, and entered the Ottomans to Algeria during the sixteenth century kept this position, and made him a formal position in the Ottoman Civil Administration.

The Cheikh el baled is mentioned in most of the local and foreign sources, which give us important details about its owner, its function and its place in the pyramid of civil administration. Among these sources is the book of the Protocols. We also find a mention in the sources of the eighteenth and early nineteenth centuries such as Shaw , Tassy, Peyssonnel, and others. Haedo remains among those who have not spoken in this post, although he has been engaged in many posts and issues by writing "Topography of the City of Algiers."

اعتبرت وظيفة شيخ البلد من الوظائف الاستراتيجية الهامة داخل المدينة، خاصة وأنها ارتبطت بالحياة الاقتصادية، كما كانت على اتصال مباشر بالسلطة العليا للإيالة، وما يجب الإشارة إليه أن هذا المنصب لم يستحدث مع مجيء العثمانيين، بل يظهر أنه وجد في المنطقة قبل ذلك بزمن طويل، وذلك بسبب البنية الاجتماعية للمجتمع المغربي التي تقوم على فكرة القبيلة والتي تخضع بدورها للشيخ، ولما دخل العثمانيون إلى الجزائر خلال القرن السادس عشر أبقوا على هذا المنصب، وجعلوا منه وظيفة رسمية في الإدارة المدنية العثمانية.

لقد ذكر منصب شيخ البلد في معظم المصادر المحلية والأجنبية، والتي تعطينا تفاصيلا مهمة عن صاحبه ووظيفته ومكانته في هرم الإدارة المدنية، ومن هذه المصادر كتاب التشريفات، كما نجد له ذكرا في مصادر القرن الثامن عشر ومطلع القرن التاسع عشر مثل "شو Shaw" و"تاسي Tassy" و"بايسونال Peyssonnel" وغيرهم، ويبقى هايدو من بين أولئك الذين لم يتحدثوا في هذه الوظيفة، رغم أنه أطنب الحديث في كثير من الوظائف والقضايا من خلال "طبوغرافيته"
