Abstract:

  The new stage of human development in which we live today is characterized by the pre-eminence of information, communication and knowledge in all human activities. While technology has sparked the acceleration of this process, it is not a neutral factor and the road is not traced in advance since technological development itself is guided by interests. From this perspective, policies aimed at the development of the information society must be geared to the needs of people, in the context of human rights and social justice. It is therefore important that information is determined in terms of society, not the other way round.

    As a result, each society must focus on appropriating technologies according to its specific development priorities and needs rather than adapting them to being part of a defined information society, advanced. On the one hand, the information society must be understood as a fundamentally human process and, on the other, that information must not be reduced to its economic function and considered as a simple Source of profit.

نحو ركائز مجتمع المعلومات ضمن الاحتياجات الإنسانية

الملخص:

    تتميز المرحلة الجديدة من التنمية البشرية التي نعيشها حاليا تتمثل في غلبة المعلومات والاتصالات والمعرفة في جميع الأنشطة البشرية. وقد أثارت التكنولوجيا في تسريع هذه العملية، ولكنها ليست عاملا محايدا و رسمت الطريق مقدما نحو التطور التكنولوجي .ويسترشد نفسها وفقا لألعاب الفائدة. في هذا المنظور، فإن السياسات تهدف إلى تطوير مجتمع المعلومات  بحيث يجب أن تركز على احتياجات الناس في سياق حقوق الإنسان والعدالة الاجتماعية.  لذلك فمن المهم أن يتم تحديد المعلومات من قبل الشركة، وليس العكس. وبناء على ذلك،  ينبغي أن تركز كل شركة على التكنولوجيات الملائمة على أساس الأولويات والاحتياجات التنموية المحددة بدلا من التكيف معها من أجل أن تكون جزءا من مجتمع المعلومات التي تحددها مقدما، هناك يد لفهم مجتمع المعلومات كعملية الإنسان بشكل أساسي، وأيضا التأكد من أن المعلومات لا يمكن تخفيضها إلى الوظيفة الاقتصادية، واعتبارها بسيطة مصدرا للربح.
