Abstract :

      The strategy of satisfying the basic needs aims at guiding the fruits of development in order to meet the basic needs of the citizen and satisfy them, especially the poor, who suffer from low living standards. This trend may have been one of the most important new development trends during the 1980s. Developmental development. A development trend emerged at the end of the 1980s calling for development to be compatible with the environment and environmental considerations: sustainable development. The literature of traditional development has discarded the "environment" and treated it as a mere means of achieving development. These literature separated between what is natural and what is social, and the natural and environmental dimension of development is ignored. This dimension is now evident in the depth of its presence and its impact on the entire path of development and life. Sustainable development is a development that does not conflict with the environment and that leads to the promotion of social welfare with the utmost care for the available natural resources with minimal damage and harm to the environment. In this sense, we can raise the following problem: Is the environment a means of achieving sustainable development or is it an end in itself? Can development be achieved in harmony with the requirements of the environment? Any research in binary: ESD, any relationship?

الملخص:

   تهدف استراتيجية إشباع الحاجات الأساسية إلى توجيه ثمار التنمية من أجل تلبية الحاجات الأساسية للمواطن وإشباعها، وخاصة الطبقات الفقيرة التي تعاني من تدني مستويات المعيشة الخاصة به، وربما كان هذا التيار من أبرز التيارات التنموية الجديدة خلال عقد الثمانينات، بيد أنه رغم أهميته، ليس هو التيار التنموي الوحيد، حيث برز مع نهاية الثمانينات تيار تنموي يدعو إلى أن تكون التنمية منسجمة مع البيئة والاعتبارات البيئية وهو: التنمية المستدامة. لقد أسقطت أدبيات التنمية التقليدية "البيئة" وتعاملت معها كمجرد وسيلة لتحقيق التنمية، فقد فصلت هذه الأدبيات بين ما هو طبيعي وما هو اجتماعي وتم تجاهل البعد الطبيعي والبيئي في التنمية، وهو البعد الذي اتضح الآن عمق حضوره وتأثيره في مجمل مسارات التنمية و الحياة، فالتنمية المستدامة هي التنمية التي لا تتعارض مع البيئة، وهي التي تؤدي إلى الإرتقاء بالرفاهية الإجتماعية بأكبر قدر من الحرص على الموارد الطبيعية المتاحة بأقل قدر ممكن من الأضرار و الإساءة إلى البيئة. ومن هذا المنطلق يمكن أن نثير الإشكالية التالية: هل البيئة هي وسيلة لتحقيق التنمية المستدامة أم هي غاية في حدّ ذاتها؟ وهل يمكن تحقيق تنمية منسجمة مع متطلبات البيئة؟ أي البحث في ثنائية: البيئة والتنمية المستدامة، أية علاقة؟
