“The need forUnited Nations Security Council.”

Abstract:

For more than sixty years, another generation has sought to secure a future free from fear, sheltered from need. And the result of this effort was the United Nations Organization set up on behalf of the peoples of the world. That is why all these delegates were "determined to preserve future generations from the scourge of war which, twice in the space of a human life, has inflicted unspeakable suffering on humanity", to proclaim their Faith in fundamental human rights ... "and to unite their" forces to maintain international peace and security.

Today, lost in the same need and the same urgency, and with the awareness of the dangers that threaten the future, humanity must redo this effort again.

If more than half a century has passed since the signing of the United Nations Charter in San Francisco, and this period has not witnessed a new world war, it has seen a lot of human violence and suffering and injustice. There are still threats to civilization, and even to the future of humanity.

The presence of an international organization is vital and necessary for managing the legal environment of the global system, from this point of view the search for the reform of the UN to activate their performance is a condition for the success of its mission , but this success is linked to the evolution of certain working mechanisms. Of course, it is worth reform in the United Nations structures should be continued, but if there is a functionality of the United Nations system, which was created in San Francisco now must be considered "temporary" is the composition of the Security Council and the right of Veto granted to its five permanent members.

Depuis plus de soixante ans, une autre génération a cherché à assurer un avenir à l’abri de la peur, à l’abri de besoin. Et le résultat de cet effort été l’Organisation des Nations Unies mis en place au nom des peuples du monde. C’est pourquoi, tous ces délégués étaient « résolus à préserver les générations futures du fléau de la guerre qui, deux fois en l’espace d’une vie humaine, a infligé à l’humanité d’indicibles souffrances », à proclamer leur « foi dans les droits fondamentaux de l’homme…» et à unir leurs « forces pour maintenir la paix et la sécurité internationale .

Aujourd’hui, perdu dans le même besoin et la même urgence, et avec la prise de conscience des dangers qui menacent l’avenir, l’humanité doit refaire cet effort à nouveau.

Si plus d’un demi-siècle a été passé depuis la signature de la charte des Nations Unies à San Francisco, et cette période n’a pas été témoin d’une nouvelle guerre mondiale, mais elle a vu beaucoup de violences humaines et de souffrance et d’injustice. Il y’a encore des menaces à la civilisation, et même à l’avenir de l’humanité.

La présence d’une organisation internationale est une chose vitale et nécessaire  pour la gestion de l’environnement juridique du système mondial, de ce point de vue la recherche de la réforme de l’ONU pour activer leur performance est une condition pour réussir sa mission, mais ce succès est lié à l’évolution de certains mécanismes de travail. Certes, il vaut la peine de réforme dans les structures des Nations Unies doit être poursuivi, mais s’il y’a une fonctionnalité du système des Nations Unies, qui a été crée à San Francisco doit maintenant être considéré comme "temporaire" est la composition du Conseil de Sécurité et le droit de Veto accordé à ses cinq membres permanents.
