Composition of the Scientific Council

Executive Decree No. 03-279 dated 29 Jumada al-Thani 1424, corresponding to 23 August 2003, which defines the missions of the university and the specific rules governing its organization and operation, sets out in Section Two of Chapter Three the composition, functioning, and duties of the Faculty Scientific Council, in Articles 43, 44, 45, 46, and 47 of Decree No. 03-279.

The Faculty Scientific Council is composed of:

  • The President of the Scientific Council

  • The Dean of the Faculty of Law

  • Vice-Deans

  • Heads of the scientific committees of the departments

  • The Director(s) of scientific research units or research laboratories, if any

  • Two (2) elected representatives from among the faculty members of each department

  • The Head of the Library

Faculty representatives are elected for a renewable term of three (3) years by their peers, according to the same procedures, from among permanent faculty members holding the highest academic rank and who are actively serving at the faculty.

The members of the Council elect from among themselves a President, chosen from among faculty members of the highest academic rank, for a term of three (3) years, renewable once, according to the same procedures.

In October 1978, the current new library was inaugurated after the completion of construction of its present premises.

The nominal list of members of the Scientific Council is determined by a decision of the Minister of Higher Education and Scientific Research.


Duties of the Scientific Council

The Faculty Scientific Council issues opinions and recommendations on the following:

  • The organization of teaching and its content

  • The organization of research activities

  • Proposals for the creation or closure of departments, sections, units, and research laboratories

  • Proposals to open, extend, or close postgraduate programs and to determine the number of positions to be filled

  • Faculty profiles and staffing needs

The Scientific Council is also entrusted with:

  • Approving postgraduate research topics and proposing examination committees

  • Examining reports on the pedagogical and scientific activities of the faculty submitted by the Dean to the President of the University, accompanied by the Council’s opinions and recommendations

In addition, the Scientific Council may be consulted on any other matter related to pedagogical or scientific aspects submitted to it by the Dean.


Functioning of the Scientific Council

The Scientific Council meets in an ordinary session once every three (3) months upon invitation by its President, who sets the agenda and the issues to be discussed during the session.

The Scientific Council may also meet in extraordinary sessions, either at the request of its President, two-thirds (2/3) of its members, or the Dean of the Faculty.

Members of the Scientific Council may add any matter they deem necessary to the agenda at the opening of the session, provided that the request is supported by at least two-thirds (2/3) of the members present.

Individual invitations to members, accompanied by the agenda, are sent at least fifteen (15) days before the date of the meeting.

Meetings of the Scientific Council are valid only if at least two-thirds (2/3) of its members are present. If a quorum is not reached, the Council may meet regardless of the number of members present after a second invitation sent within eight (8) days following the first meeting.

The outcomes of the Scientific Council’s work are recorded in minutes and entered in a special numbered and initialed register by the President of the Scientific Council, kept at the department level.

The minutes of the meeting are signed by the President of the Scientific Council, the Dean, and the Secretary of the session.

The Scientific Council draws up its internal regulations and approves them during its first meeting.
